1. 第28届IUGG大会理事会会议于2023年7月12日至18日在德国柏林举行，会议通过了如下决定：（1）接纳拉脱维亚为正式成员国，接纳巴拉圭为准成员国；（2）选举2023-2027年度新的IUGG委员会成员；（3）批准2023-2027年度IUGG预算；（4）选择韩国仁川作为2027年第29届IUGG大会的举办地；（5）任命2023-2027年度IUGG驻国际和政府间组织联络官；（6）通过六项决议。
